SIR broadly consists of Enumeration Phase; Draft Roll Publication; Claims & Objections Phase; Final Roll Publication & Appeal Period.

Key features of SIR

• EROs to ensure no eligible citizen is left out, while no ineligible person is included.
• The Electoral Roll (ER) of last intensive Revisions have been given probative evidence of eligibility, including presumption of citizenship.
• ERO to check eligibility of those whose details do not match from the ER of the last SIR.
• Partially pre-filled Enumeration Form (EF) will be given to all electors.
• BLO to make at least three visits for collecting EFs.
• All electors who submit the EF will be included in the draft ER.
• In case EF is not received, elector will not be included.
• No name will be deleted from the draft Electoral Roll without giving hearing opportunity.
• Provision of two levels of appeal (to DM/CEO) for any aggrieved party.
• New electors must submit Form 6 along with the Declaration Form.

Objective of SIR is “to ensure every eligible Elector gets enrolled in the voter list and no ineligible name is included”.

• Not disqualified under any law.

• Maintaining integrity of ER is fundamental for Elections.
• SIR was a regular exercise till 2004.
• Intensive verification is warranted after 20 years due to significant changes in the electoral rolls.

• Electoral Rolls shall be revised before every Elections [S. 21(2)(a)].

• The Aadhaar Card shall be treated as the 12th document, in addition to the 11 documents listed as Indicative (not exhaustive) documents.
• The Aadhaar Card is to be accepted and utilized as a proof of identity and not as a proof of citizenship, in terms of Section 9 of the Aadhaar (Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2026.
• Under Section 23(4) of the Representation of People Act, 1950, the Aadhaar Card is already one of the documents enumerated for the purpose of establishing the identity of a person.

During Enumeration phase, no document is required to be provided by the elector.

However, after the publication of draft Electoral Roll, if Electoral Registration Officer/Assistant Electoral Registration Officer doubts the eligibility of the proposed elector issues notice to such elector, then the concerned elector will have to provide supportive documents to prove his eligibility. The ECI has suggested the list of necessary supportive documents which may be provided by Electors.
